Numbering Services

Since our earliest years, Neustar has been trusted to operate and maintain authoritative databases for telephone number resources. Through our unique databases and system infrastructure in geographically dispersed data centers, Neustar manages the increased complexity in the telecommunications industry and ensures the seamless connection of our carrier customers’ numerous networks – all while enhancing the capabilities and performance of their infrastructure.

Number Portability Administration Center (NPAC) Services

Neustar manages the NPAC database, which enables telephone consumers in the United States and Canada to keep their numbers when switching carriers. Neustar also implements the administration of the allocation of pooled blocks of unassigned telephone numbers. Carriers in the United States and Canada also use the NPAC to centrally process changes to essential network elements that are used to route telephone calls.

International LNP (Taiwan and Brazil)

Neustar supports and maintains Taiwan’s NPAC, which disseminates telephone network information used by carriers to properly route voice and data traffic between networks throughout Taiwan. In addition, Neustar operates Brazil’s centralized local number portability (LNP) database and manages the various steps involved in both fixed and mobile phone number portability.

Number Administration

Neustar serves as the North American Numbering Plan Administrator (NANPA), maintaining the authoritative database of telephone numbering resources for North America. As the National Pooling Administrator, Neustar also manages the administration of inventory and allocation of pooled blocks of unassigned telephone numbers by reassigning 1,000-number blocks of assigned but unused telephone numbers to carriers requiring additional telephone numbers.

Legal Compliance Services

Neustar professionally manages carriers’ obligations to meet audit requirements, support law enforcement and protect subscriber privacy.

Other Numbering Services

In addition to our key carrier services, Neustar also offers its carrier customers a range of other useful numbering services including Wireless Do Not Call, iTRS ENUM Database and Port DR.
