iTRS ENUM Database

Neustar operates the iTRS ENUM Database under contract to the FCC. This database was created following a recent FCC Order and a contract to operate the database was awarded to Neustar. The database maps 10 digit U.S. telephone numbers to IP addresses or Instant Message screen names using the industry standard ENUM protocol . Neustar provides access to the database to authorized Video Relay Service and IP Relay providers.

How It Works

Video Relay Service and IP Relay users who are deaf or hard of hearing are being assigned 10 digit telephone numbers by their chosen “default” provider. These telephone numbers, which automatically create relay calls when they are called by hearing users, are real, local geographic telephone numbers. Relay calls which are direct dialed by hearing callers to deaf or hard of hearing persons use the default relay provider to provide interpreting services. Similarly, a call by a deaf or hard of hearing user to a hearing person may be direct dialed on the deaf/HoH user's IP device and will be placed automatically as a relay call using the default provider.

However, the FCC requires that all users be able to select an IP TRS provider of their choice for any call. When a hearing person calls a deaf/HoH person using an alternate provider, that provider needs to be able to complete an IP connection to the called deaf/HoH user. The alternate provider uses the Neustar iTRS ENUM database to obtain the IP address of a video device or the Instant Messaging Screen name for the called deaf/HoH user. The database is also used when one deaf/HoH user calls another deaf/HoH user where the two parties do not use the same default provider.

If You Are a Provider

VRS and IP Relay provider who are authorized to receive compensation for VRS and/or IP Relay services from the Interstate TRS Fund may apply to receive access to the iTRS ENUM database. If you are authorized, please fill out the Access Request form below and Neustar customer support will contact you.

If You Are a Consumer

The iTRS ENUM Database is a service Neustar provides to VRS and IP Relay providers. Neustar does not offer any consumer services, and is unable to assist consumers. Please contact your default provider with any questions on 10 digit number issues. As a public service, Neustar has prepared some consumer information. Please see the “Consumer Vlogs” section on this web page.

The iTRS ENUM Database is available only to VRS and IP Relay providers eligible for re-imbursement from the Interstate TRS Fund, and who appear on the NECA reports from the Fund. Entities who are contracted by eligible providers and who actually provide services to eligible providers may also have access to the database.
